Label comparison, not a foot-length chart. JP/CM is a printed shoe size label; it is not the length of your foot measured with a ruler. For a measured foot length in cm or inches, open the footwear maker's separate Foot Length or Heel-to-toe chart to choose a size. The US/UK/EU references here are approximate and vary by brand.

A shoe-size label cannot determine foot length in inches

The shared table compares approximate US and JP/CM printed labels; it does not contain measured heel-to-toe foot lengths. Dividing a JP/CM shoe-label number by 2.54 would only convert the unit of a printed number, not the wearer's foot length.

If the manufacturer lists the actual Foot Length in centimeters for that US size, divide that measured value by 2.54 to express it in inches. Use the appropriate men’s or women’s product chart and confirm fit notes.
